”Engineering Electoral Systems to Increase Turnout”
نویسنده
چکیده
In this paper we propose two mechanisms that can be used as a solution to low participation levels in PR elections. The first tool we propose is an electoral rule where the number of candidates elected depends on the level of participation. The second tool we propose is a participation quorum that has to be met in order for the election to be valid. In both cases we characterize all possible equilibria. We show that the first tool stimulates turnout only when parties obtain high benefits for every seat they get in the parliament. In the case of a participation quorum, we show that there always exists a quorum, that in equilibrium is binding and results in higher turnout. Both mechanisms, when they increase turnout, they increase voters’ welfare and imply lower profits for the parties. Finally, our tools dominate compulsory voting in terms of voters’ welfare. ∗I am grateful to my thesis’ advisor Enriqueta Aragonès, Jon Eguia, Jordi Masso, Andrea Mattozzi, Hannes Mueller, seminar audiences in UAB and UC3M as well as conference participants in Porto for valuable comments. متن کاملEvidence from 60 Years of Bavarian Mayoral Elections
One prediction of the calculus of voting is that electoral closeness positively affects turnout via a higher probability of one vote being decisive. I test this theory with data on all mayoral elections in the German state of Bavaria between 1946 and 2009. Importantly, I use constitutionally prescribed two-round elections to measure electoral closeness and thereby improve on existing work that ...
متن کاملWhy Does Sweden Have Higher Levels of Voter Turnout Than Finland?
Voter turnout is considered the “canary in the coal mine” when it comes to assessing the health of civic participation in a democracy; low turnout in particular is indicative of broader problems. Although voter turnout is quite high in both Sweden and Finland, turnout is notably higher in Sweden despite a long list of similarities between the two countries. Why is there this puzzling discrepanc...
متن کاملIs all campaigning equally positive? The impact of district level campaigning on voter turnout at the 2010 British general election
Comparative literature suggests that campaigning efforts impact positively, both in terms of mobilization and turnout. Effects are not uniform. They may be affected by the electoral system, the electoral circumstances and the effectiveness of party management. Studies of district level (constituency) campaigning in Britain have identified two important trends. First, that effective targeting is...
متن کاملClimate and Electoral Turnout in France
It is commonly stated that the climate has an impact on electoral turnout. This article aims to test this proposition that has not been scientifically proved in the French case yet. Using the last five parliamentary elections turnout data and the corresponding climatic data on the voting day, our study shows that rain has a depressing effect on turnout, whereas sunshine and high temperatures in...
